Interregional Meeting on Energy Efficiency in Orenburg

On 6-7 October 2011 an inter-regional conference was held in Orenburg on "Application of energy-efficient technologies in the construction of low-rise economy class buildings – as one of the promising directions in communal services reforming" with the participation of top officials of the region, representatives of public and private corporations engaged in energy saving and energy efficiency.

Among the honored guests of the conference were Governor of the Orenburg region Yuri Berg, director of the Housing and Community Utilities Reforming Fund Konstantin Tsitsin, president of the National Agency of Low-Rise and Cottage Construction (NAMIKS) Elena Nikolaeva, President of «Baring Vostok Capital Partners» , twice hero of the Soviet Union, pilot-cosmonaut, a member of the Highest Political Council of APP "United Russia" Alexey Leonov, the Ambassador of the Republic of Bulgaria in Russia Plamen Grozdanov, Assistant representative of the President of the Russian Federation in Volga Federal District Muaed Konkulov, Deputy Director of the Department of Housing Policy of the Ministry of Regional Development Igor Eremin, CEO of management company "Ecodolie" Konstantin Filippishin .

The event started at the low-rise subdivision “Ecodolie Orenburg”.  

The guests began with the inspection of two-storey 12-apartment energy efficient house built by Ecodolie group of companies in accordance with world standards of energy saving. The house was built at the request of the Housing and Community Utilities Reforming Fund.

There are only 16 houses of that type in Russia at the moment, but the house at “Ecodolie Orenburg” is one of the first, which is completely ready for moving in. Energy-saving technologies are used in the construction of all the houses of “Ecodolie Orenburg”. As emphasized the CEO of Ecodolie Managing Company Konstantin Filippishin, "this subdivision is an example of how the talks of the need for energy-saving technologies have a real embodiment in the newly built houses”.

Besides the 12-apartment energy-efficient house the guests also inspected the single family house "KAMA", which concept and architectural design are based on the principles of passive house. All the energy saving equipment of this house meets the requirements of EU and was supplied by Bulgarian companies. The architectural design of the “KAMA” house became the winner of the contest for the best architectural project of low-rise energy-efficient economy class housing “The house of the XXI century" as "The best energy-efficient solution".

The governor of the Orenburg region, Yuri Berg, and the President of «Baring Vostok Capital Partners» Alexey Leonov presented to the future tenants certificates to the right of receiving of apartments in this energy-efficient house.

"For the government of the region it is very important to solve the problem with relocation from old and rundown accommodation, – considers Yuri Berg. – And the second important issue of housing construction is the use of up-to-date energy-efficient technologies. And today we take a step to solving these burning problems the first energy-efficient house in the regions ready and several families from Svetlinsky area will move here soon. We are striving to multiply this successful practice and hope that such houses will appear not only near Orenburg, but also in the other areas of our region!"

“Ecodolie Orenburg” has many international awards as the best energy-efficient low-rise building project” – says the President of NAMIKS Elena Nikolaeva. – At last new technologies are used for our comfort. The maintenance fees for the residents of 12-apartment house will be minimal indeed. This subdivision is truly one of the best projects in low-rise housing construction of the Russian Federation.

In the afternoon a Plenary session of the Inter-Regional Conference took place at the House of Councils. The Vice-Governor – the First Deputy Prime Minister Valery Rogozhkin was the chairman of the session, which was attended by director of the Housing and Community Utilities Reforming Fund Konstantin Tsitsin, Assistant representative of the President of the Russian Federation in Volga Federal District Muaed Kankulov, Deputy Director of housing policy of the RF Ministry of Regional Development Igor Eremin, the President of the National Agency of low-rise construction Elena Nikolaeva, Ambassador Extraordinary and Plenipotentiary of Bulgaria in Russia Plamen Grozdanov, the President of Baring Vostok Capital Partners, twice hero of the Soviet Union, pilot-cosmonaut Aleksey Leonov, a deputy of the State Duma Alexander Kogan, the Minister of Construction, municipal and road infrastructure of the Orenburg region Sergei Domnikov, CEO of Ecodolie Managing Company Konstantin Filippishin and representatives of 8 constituents of the Russian Federation.

In his welcome address to the participants of the meeting the First Vice-Governor Valery Rogozhkin noted that the Orenburg region is one of the first in Russia to take an active role in the development of the program of the low-rise housing. "The main purpose of housing in the Orenburg region, – considers Valeriy Rogozhkin, – is to bring the share of the low-rise housing up to 60% in the total amount of housing being built. The second purpose is to make it affordable for general public.

Muaed Kankulov noted in his report that today the low-rise building with energy-saving technologies is a priority and it’s especially important to create favorable conditions for its development.

Elaborating upon the theme, the Chairman of HCS Fund Konstantin Tsitsin drew attention to the fact that the widespread use of alternative energy sources is directly is linked to the development of domestic production of energy-saving and energy efficient technologies. In some regions such production already exists, but this is rather scarce. Ecodolie Orenburg subdivision is just a striking and successful example of deployment of such technologies. In turn, CEO of Ecodolie Managing Company Konstantin Filippishin in his speech shared future plans for using energy-efficient technologies in the construction of the low-rise housing.

On the second day of the Conference the thematic seminars on energy-efficient housing construction and deployment of innovative technologies in low-rise construction took place. The Adviser of the Managing Director of RUSNANO Alexander Petushkov held the seminar on "Forming favorable environment for implementation of nanotechnological materials in construction". .The President of GC "MCM" (Bulgaria) Mihov Michael Kanchev delivered a report on energy-efficient technologies in the construction and maintenance of energy efficient houses. Marketing Director of SC "Knauf" Lange Joerg held a seminar on "Energy Efficient. Knauf systems in construction. "Building energy efficient housing" section was chaired by the Head of Investment Projects Department of “Alliance Energo” Sergey Antipov, who appeared with a detailed presentation on the 12-appartment energy-efficient house in Ecodolie Orenburg subdivision.

All the reports have caused intense interest through the audience, and provide theme for lively discussion. Fortunately, the experience of implementing technologies and construction of unique energy efficient houses already exists – in particular, in “Ecodolie Orenburg”.
